msconfig won't open from "run" or any other location.

I cannot access msconfig from "run" or anywhere else.
I get an error message :-" an access denied error was returned while
attempting to change a service. You may need to log in using an administrator
account to make the specified changes"
There is only one account on my PC and I AM the administrator! All my usual
account preferences show OK.
The event log shows quite a few errors but I cannot isolate this one
specifically. Clicking on the "send to MS" link for the error has not helped.
Can anyone here suggest a cure, please?
