msconfig, norton antivirus

I used the manual uninstall procedures from Symantec to
remove the corporate edition. However I cannot delete
file cliscan.dll, access is denied, may be in use. How do
I determine which program is using this file, and how can
I delete it? Also, when I try to run msconfig I get an
error that file can't be found or a file needed is
missing. I did backup my registry before starting. Help

Windows 2000 doesn't come with MSCONFIG. You can, however, get one that will

I am not a tech, so how do I delete this dll file? I
need to install new Norton AntiVirus 2004, no can do until
Corporate is completely uninstalled.Also, I removed a
program, but the startup screen still comes up when I
boot. I have to close the screen in order to get to the
regular windows screen.
