Usually, most folks run it by going to Start, Run, msconfig <enter>.
By default, it is not in any of the menus (that I know of) like Start,
Control Panel, Administrative Tools where the other good stuff is, but
you can add it there if you want by creating a shortcut to the
executable in this folder:
C:\Documents and Settings\All Users.WINDOWS\Start Menu\Programs
\Administrative Tools
At least that works on my system. I just added an Msconfig option in
my Administrative Tools list. But, I won't use it, I will use the old
fashioned way.
You can add a shortcut to it just about anywhere you want, but first
you have to know where msconfig.exe is located.

Run dialog to access it.
Start > All Programs > Accessories > System Tools on every WinXP Pro box
I recall seeing. Though it was admittedly much quicker to use the Start
> Run dialog to access it.
