msconfig.exe ?

I copy a msconfig.exe application from Win Me.But it can't work well!A
message box appear says <can't run RegEnv32.exe>.
What's wrong with it?Ican use msconfig after the Message Box.But can it
achieve our requirements?

It doesn't work because it wasn't written to work with your operating
system.
Note that the WinXP msconfig will work with Windows 2000, but it's also
entirely unsupported.
