MS Word autohides tool bars. How do I turn off auto hide?

MS Word 2003 autohides tool bars that are not used frequently. How do I turn
off the autohide feature.
 
Auto hides toolbars? Menus perhaps - tools > customize > options > always
show full menus
or rulers
Tools > options > general > check feedback with animation and turn off view
