MS Security Update 821557

I have recently downloaded MS updates files for XP which
contain the file No 821557. This file appears to stop the
desk top shortcuts from operating. I would like to delete
this file only and leave the other updates intact. Any
thoughts on how I can do this safely.

Is thiere not an option to delete it in 'Add or Remove Programs...' in
Control Panel' ?
