ms outlook pulldown menus open slowly

Something has changed in my MS Outlook 2003 so that when I click on a
pull-down menu (e.g., File, Edit, View etc.) the menu displays a low contrast
box below the menu item that slowly (over a second or two) increases in
contrast so it is legible. It is a "reverse fade," reminiscent of how
incoming e-mails are capsulated in a box near the time bar (lower right
portion of the screen) and then fade out. It is kind of cool in an annoying
way. What do I change to have the menu pop up in full contrast when it is
clicked to open?

I partially discovered the answer to my own question. In the Control Panel,
Display Settings, Appearance Tab, Effects Button, the following item was
checked:

Use the following transition effect for menus and tooltips: Fade effect

When that is unchecked the problem goes away. For some applications the
effect is not removed until the computer is restarted.

I think something is resetting (rechecking) the box, but I haven't confirmed
that yet.
