MS Outlook 2002 SP3 / Setup & send email issues

I'm having issues with doing anything with a message AFTER I've sent an email.

For example, I open outlook, compose and send an email. It goes out, no
problem. I then try to send another email and I get the blank default form,
fill it out and I can't really do anything with it. I can address it, but if
I click send, it won't queue up in the outbox or anything, it just sits
there. Can't look at the email's properties (File / Properties), nothing
like that.

If I want this to work, I have to reboot the PC (XP HE SP2). I can recieve
email all day/night long (or so it seems). Just can't send anything.
 
Do you get any error messages? Have you set your server to authenticate?
What happens if you use the test account settings? Does the mail go
through? If you send a successful mail, and then use the test account
settings, do you get any error messages on the error tab?

Outlook is setup as I have Outlook Express (it works). I don't have either
Log on using Secure Password Authentication or My server requires
authentication.

When I do the "test account settings" it goes thru, even when I can't
otherwise send an email.

This is entirely a guess, but I did have a massive amount of difficulty in
getting Word to NOT be the email editor. I kept having time after time to
turn this setting off and even when it was showing off, it would still try to
load Word (and said it was busy or something). Very odd.

I've uninstalled and reinstalled Outlook a couple of times and even the
entire Office package once, doesn't seem to make a difference. I had hoped
SP2 would fix this, but it hasn't.

I can keep using Outlook Express, but I really don't like it as much as
Outlook but it does work without any problems.

I am hoping there is just some setting I've not noticed that will get this
to work.

Have you tried Help->Detect and Repair? Or a new mail profile?

I have almost the opposite problem becuase I want Word to be my email
editor. I keep going in and putting a check mark in the box to select
Word. When I click to start a new email message I get the pop-up
stating that Word is busy or cannot be found.

Using Office 2002 and have installed SP2 for Windows XP. This issue
started after the install of SP2. I would appreciate any feedback.

Thanks Brian,

I don't use Norton. My firewall aand AV is EZFW and EZAV. I'll check
to see if they have a plug in for Word.

I just tried the Detect & Repair and that seemed to reinstall things and I
got prompted for a new account, etc.

Same problem though - I can click on send, but it doesn't send the message.
However, after reading the posts that are attached to this one, I decided to
try to use Word (though I really don't want to - too much overhead). This
works better, I seem to be able to send emails and haven't gotten the message
saying it can't start Word. However out of the 10 emails I tested / sent,
twice Word seemed to hang and stay open in the background (I would see the
Word splash screen or something flash, then get my new email window) and in
the background was a Word doc screen that was empty. Now when I closed
Outlook this closes, however it just doesn't seem clean/right.

I do use Norton AntiVirus, I really don't want to a) quit using it or b)
have to buy someone else.

So, there may be some link between my send issues and the default email
create/read program.
Lastly, I have plain text selected for the text type (or whatever it's
called).

Anything else to try?
