MS Natural Multimedia keyboard - CTRL-Insert doesn't copy?

We have one computer here that we cannot get the INSERT key to work.

This keyboard has the MS F-Lock key, so INSERT is located on the PrtScn key.
On all of our other PC's we can type CTRL-INSERT to copy text. There is no
difference in the installation of these PC's that we can find.

All the PC's are running Windows XP Pro SP2 with version 5.1.2600.1106 of
the Microsoft keyboard driver.

All other keys function as they should.

Normally, we would just use CTRL-C, but if one particular app this will not
work.

Can someone suggest how we could correct this problem?

Try another keyboard?
