I moved a window's top beyond the edge of my display. I know there is a way
to either get it back on the display or use the keyboard to drag it back
where it belongs, but I forgot how to do it. Please tell me how to do it so
I can move the window where I want it.

Alt + Space for a system menu or Alt + - for the Document menu (on those MDI application where one window has multiple windows inside).

To move the active windows, press and release <ALT>+<SPACE> and
then press <M>. You can now use the cursor arrow keys to move the
display settings dialog window back to the desired location. When the
box is located where you want it, press <Enter>.

Thanks, but it didn't work. It seems that the application, ATI's television
applet, defeats the Windows Alt+Space combination when it has focus. I
finally got the title bar back on screen by repeatedly changing screen
resolutions.

In future try r-click the windowed applications button on the Taskbar
and select move, then drive it around with the arrow keys.
