Moving "Quick Launch" toolbar to top

I'm trying to drag my quick launch bar to top of screen, but each time I try
and drag the "complete" bottom bar is moving. I'm doing something wrong! (I
know it can be done as I have always had this on PC before, but now it's
baffled me totally, even after try to do it for an hour!!)

Can anyone advise me please?

What do you mean 'the complete bottom bar is moving'?
Do you have the taskbar locked? Right click it to see if you have it
locked.
 
It was not locked, it simply would not come away seperatly. After a few
hours i eventually got it away!
