Moving HD to new PC

I need to physically move my HD (with XP home)to a new
PC. Tried it and it while it boots to POST and I can
access BIOS to verify HD has been identified in new
system, it reboots instead of opening Windows. Assume
this is an Activation driven problem. I expected to have
to call MS to reactivate, but how do I get new system to
at least open Windows so I can do that?
