Moving folders in the start menu

when you open the Start Menu, All Programs, how do you
combine folders together. I seem to have locked the
display and all I can do now is use 'auto arrange'. I like
to move folders into groups but no longer can.

just ,righ-click on start button then click open so you
can go to program folder and arrange file & folders
