moving files

i am for some reason unable to drag and drop files...any
of them. i cannot move folders, and i cannot drag
files. i am still able to copy and paste files, this
appears to be the only way i can move them. i have tried
to do a system restore to before i was having this
problem, but its not helping. any advice?
 
Right-click on the Taskbar and select:
Properties > Start Menu > Customize,
place a check next to "Enable dragging and dropping",
then click OK.

its doing it everywhere, on the desktop, within
subfolders, etc. i cant drag anything into the programs,
either.
