Moving files accross servers

I have installed a new 2000 server is there any way i can move files from an
older server to the new server and preserve the user access permissions?

Both xcopy.exe and robocopy.exe have switches that
will preserve ACLs.
 
I believe xcopy can do this. Type "xcopy /?" at a command prompt. I think
the switch you are looking for is "/o".
