On the old Exchange server, go to the properties of the Public folder.
First set up replication between the two servers. Give it time to replicate
to the new server (maybe a day or so to be safe).
Once that seems to be going well, go back into the properties and on the
Advanced tab (if I recall correctly) there is a drop-down field that lets
you specify what the home server for the public folder is. Change that from
the old server to the new one. Give it a little time for that to take
effect, then turn off the replication between the two servers.
Done.
The specifics of it all depend heavily upon what version of Exchange server
you're using, and you didn't specify.
For the future you may want to ask these questions in the
microsoft.public.exchange newsgroups instead of the Outlook ones. That's
where the Exchange experts tend to hang out.
