Mouse over on image should have glowing effect

I have a query that --- in FrontPage 2000, i have a site.
I have inserted some picures as hyperlinks(thumbnail). But
i want a feature s.t. if we bring mouse over it, it should
glow.

Does FrontPage provide such feature. If not where can we
get it from ?
 
You would have to add that effect via some other application to a second
image, then use that second image as the one to be displayed on mouse over.
