If you are using an optical mouse (probably cheap ones) or using it on a
reflective or uneven surface, this is one of the side effects.
Somebody will have to advise us why or whether I am correct.

Use a different surface for the mouse pad.

I have seen laptops with pointer sticks where it was a hardware problem.

Go into Mouse Properties and DISable "Enhanced Precision".
