mouse issues

my mouse scrolls down but doesnt scroll up. I've uninstalled, reinstalled,
updated the driver, lowered the hardware acceleration....any other ideas??

Bring the Cat Out and see what will happen LOL.
What your mouse name I mean Make, is it wireless or wired?.
How do you perform the scrolling procedure?.
Click Start >> Control Panel >> Printer and other Hardware >> Double click
the Mice and then on the Mice properties Click on Wheel Tab:
Under Scrolling:
Roll the wheel one notch to scroll:
(*) The following number of lines at a time:
[3 ][v]

Click [OK] and then Hit F5 to refresh and see the mouse out, does run?.

Try another mouse, try your mouse on another system. It does happen that
mouse hardware fails. This is when you use the wheel, correct?

Its a wired mouse and it happens when I use the wheel. Nope, your idea didnt
work either, any more cats in that bag : )

Well, try another mouse and see if that will help, I have another cat to
through :), it could be the Pins broken have a look on the connector and
examine the Pins.
Is the mouse clean (i.e the bottom is clean including the Wheel (ball) from
Dirt?.
You didn't tell us how you perform your scrolling?.
Try to click to deactivate the Middle Wheel and see if that will help, your
scrolling may be locked that way.

Tried a different mouse, and tried mine on another computer. Its an optical
mouse and yes, when I use the wheel.
 
What surface the mouse on, is reflective surface?, try unreflective mouse pad
to isolate the erratic behaviour of scrolling.

What make and Part Number (P/N) is the mouse?

Presumably do you see the light of a Light Emitting Diode (LED) at the
bottom (belly) of the mouse, watch it when rolling the wheel backward i.e.
scrolling down, and then when rolling the wheel forward to possibly note a
difference in - / no change of the light when doing the latter. If this is
the case; bury the mouse and kill the cat :).

although it does't cover the "wheelcase" as such.
