motmon can't shutdown

Frequently when I try to do an XP shutdown, a little
windown popsup saying something like I have to wait for
the program "motmon" to shutdown. Then a window popsup
saying that "motmon" is not responding.

What is motmon? What do I need to do to fix this anamoly?
