Motherboard replacement causes boot issue

The hardware looks fine. Windows starts to boot, and it asks me if I want to
start in Safe Mode, etc. Whatever I select, it doesn't matter... about 10
seconds into the boot, the entire computer resets, and the cycle starts over
again.

If you swapped the motherboard then you will have to change the BIOS so you
can boot from the CD ROM drive. Do that then put the XP CD in the drive,
boot from it, and do a repair install.

Normally, and assuming a retail license (many OEM installations
and licenses are not transferable to a new motherboard - check yours
_before_ starting), unless the new motherboard is virtually identical
(same chipset, same IDE controllers, same BIOS version, etc.) to the
one on which the WinXP installation was originally performed, you'll
need to perform a repair (a.k.a. in-place upgrade) installation, at
the very least:

As always when undertaking such a significant change, back up any
important data before starting.

This will also require re-activation, unless you have a Volume
Licensed version of WinXP Pro installed. If it's been more than 120
days since you last activated that specific Product Key, you'll most
likely be able to activate via the internet without problem. If it's
been less, you might have to make a 5 minute phone call.

I actually tried the repair install and it did not affect the problem.

I also did a boot sector repair with no effect.

It's not an OEM, it's a full version.

So this strange re-set is indicative of a problem with the OS?

Ok, I went through the repair process. It's further along than it was
before, as it now shows the Windows XP splash screen when it's starting up.
However, after about 5 seconds, the entire computer resets.

I tried to run the repair process again, but to no avail.

Should I just reinstall the OS from scratch? :(
