Most of my email does not leave the outbox, what can I do? Resend.

Most of my email does not leave the outbox, what can I do? Trying to resend
the message does not work. Reentering the message works in 2/3 of the
occasions.
The messages stay in the outbox without a date.

So I type an email, press send, then Outlook 2003 says this message has not
been sent.
Resending does not work.Reentering the message works in 2/3 of the
occasions.

Any of you has this problem? And a solution?
