I tried to reset the refresh rate for my monitor. There
are no options to change to and the system will not let
me edit the existing one. I have a Gateway EV700. Any
suggestions?

Reinstall the video drivers. What were the events that led to this..?
 
R-click on desktop and select properties. Go to settings
and select the advanced tab. select the Monitors tab and,
voila, find the refresh rate.

She did that and it don't work. read her post.

Is the monitor identified correctly? If no, download an INF file from the
monitor manufacturer. Right click on it and select Install. This will add
information about your monitor to the system.

If additional refresh rates are still not visible, try Display Properties>
Settings> Advanced> Adapter. Click the choice to display all modes, then
click OK.

When selecting a new refresh rate, be sure it is supported by both the
monitor and the display adapter before applying it.
