Monitor powering off

I am running windows and when I boot the machine, the monitor will stay on
until it begins to load windows. Then the monitor will go to "amber" status.
And will not come back up if I press a key or move the mouse. Any help is
appreciated.

Video card problems. If the 'amber" status lights up, this means that the
video card is not send a video signal to the monitor. Check:

Video cable is connected.
Video card (inside) seated correctly is the correct slot (PCI or AGP)
Start in "Safe Mode". Check the video card drivers, monitor drivers and
resolutions.
 
When I tried to boot into safe mode, I was only able to get to the logon
window and then it does the same thing. All cable are correctly connected.
The video is an onboard card.
