The problem with monitors bouncing up and down has to do
with earthquakes. You may have a slight problem in cheap
homes near railroad tracks.
If it is only the picture in the tube that is unstable, it
is probably a problem with the monitor, although it could be
a driver problem.
Borrow a monitor from a friend and see if it runs OK. Be
sure that you have set a display properties (resolution and
refresh rate that is supported by the monitor, generally
1024x786 at 80 Hz will run on any 17 inch monitor.
If a different monitor has a stable picture, then you know
that the problem is the eMacjines monitor. You'll have to
decide if repair or replacement makes more sense.
If the monitor passes the swap test, then check the video
card and drivers.
