modify shutdown for xp home ed

Hi - I have a PC that runs on windows xp home edition.
I want to add a script to check/modify some registries at shutdown -
however since xp home does not allow group policies - I don't know how to
implement the vbs script.

Any other way to do this?

programs at startup or shutdown and quite a few other things.
