Modify mail.oft ( is it possible?)

I am attempting to modify mail.oft but after saving it and then hitting new
message i still get the original

is mail.oft a hidden file in
program files\microsoft office\templates\1033

What is the path to publish I was able to modify it

Think again. Using a published mail form for all your messages is a bad idea. What are you trying to accomplish?
