Is it an internal or an external dial-up modem?

An internal modem uses a virtual COM port that is not addressed to the a COM
port at the back of the case, but is created by Windows.

An external modem uses a real COM port at the back of the case, which is
enabled in the BIOS.

Check the BIOS to see if the real COM ports are enabled.

i have just reinstalled xp and i can not find port 3 for my modem
can anybody help please

If the modem is an internal unit, it would be assigned COM 3 (not port 3.)
Make sure you correctly install the XP drivers for your modem.

If you're not using any other devices that require a com port, go into
your bios and disable the onboard com1 and com2 ports, also often called
serial1 and serial2.

Perhaps you are having a resource conflict and freeing up some resources
for your modem may fix it.
