Modem will Not Install "after" XP-Repair

I have a very simple Intel 537 modem that worked
fine "prior" to an XP-Repair Install.
The Modem will not install and I have tried everything.
After installing the driver (old PLUS downloaded later
version) - XP states the "Modem could Not be installed" -
Access Denied - I have the admin. rights etc. - I have
also searched the MSKB to no avail. Anyone with
the "fix" - Your help is appreciated in advance.

either the modem is bad or the drivers are corrupt, you could try removing
the old drivers and reinstalling.
 
You did remove the old drivers...?

if you had SP1 installed before the XP re-install,
then re-instal SP1 again.

SP1 WAS installed before XP-Reinstall - and ALL up-
grades and updates implemented. Drivers were removed.
"IF" all of this was done - how does one check if the
hardware is at fault - I have looked at system info and
all appears well. / Again - Your help is appreciated in
advance.
