how would I find out on a w2k server if a modem connected is setup for
automatic disconnect after a certain amount of inactivity?

You can check the idle timer set:

Dial-up Connection Properties -> Options tab
Check the value for "Idle time before hanging up"

You can also check the RRAS snap-in and check if the remote access policy is
set for any Idle timeout [ minutes the server can be idle before
disconnecting] and session time out [minutes the client can be idle before
disconnecting].
