MMC and AD

I wondered if I could setup an MMC console for somone to admin an OU within
AD without having the adminpak installed on the users machine?

If you want them to administer an OU they will need to have at least the AD
Users & Computers console. It is possible to just install just this one
console rather than the full adminpak, this link shows you how.
