Missing Wizards; Data Functions Disabled

FrontPage 2003 installed; Seems to work fine but Page Templates/General tab
only includes Normal Page, Bibliography; Frequently Asked ..., Phot Gallery;
and Table of Contents; Doesn't include Form Page Wizard and others.

Also, All items under menu Data are disabled.

I've repaired and reinstalled several times.

Any idea what is wrong or missing?

Did you open a web first, File Menu | Open Site?

Yes, I opened an existing web site. The web pages behave properly and include
several PHP scripts. I generally don't use wizards but a friend wanted to try
creating using the Form Page Wizard.

What I might try is uninstalling and then installing FrontPage.

Try doing a repair/reinstall
