Missing WindowsXP Home File

I have received the following message upon booting into WinXP Home Edition

"Windows could not start because following file is missing or corrup

<windows root>\system32\hal.dl

Please reinstall a copy of the above file.

I have a duel boot system, Win98 and WinXP home, both have FAT32. I can boot into Win98, but Windows explorier does not see the WinXP partition. If I run WindowsXP Recovery disk will that recognize the missing or corrupt file
