Missing Windows Contact Program

I'm missing my Windows Contact Program. It was there once but now it's gone.
I looked under "All Programs" but can't find. Any advice? Is there a way
to reinstall the program?
 
It should be under All Programs directly below Windows Calendar.
If not, navigate on your hard drive to C:\Users\username\Contacts.
If it is there, right click on it, Create Shortcut.
It's not a program, just a folder.
