Missing User List under control Panel

I have just run into this for the 2nd time in as many days. People bring me
their computers loaded with viruses and spyware... I get it all cleaned out
but can not access the user list. Also, cannot access internet... Does
anyone have any ideas. I am a reg partner but baffled by this one. Last
option the other day was to reinstall after reformatting... would like to
avoid this if possible on this PC.

Start | Run | Type: control userpasswords | OK
or
Start | Run | Type: nusrmgr.cpl | OK

nusrmgr.cpl = Windows User Manager = Users Accounts
control userpasswords = Windows User Manager = Users Accounts
 
If you lost your Internet connection after removing spy-ware
(such as NewDotNet, and Commonname) the following steps will help
restore your connection. This works for Windows 9x/NT/2000/XP.

1.) Download WinsockFix.zip. (by: Option^Explicit)
http://members.shaw.ca/installations/WinsockFix.zip

2.) UnZip WinsockFix.zip
3.) Run WinsockFix.exe.
4.) Click the Fix button.

This program will clean up your TCP/IP connection and rebuild the
database.
After the program is complete, reboot

Thanks for your reply. I tried both, what happens is that is pulls up the
user window briefly (empty) and then returns to control panel. If I start
user accounts directly from control panel, it opens (empty) and then returns
as well.

Any other ideas? THANKS!!! kEN

Thanks much for your suggestion. The link is broken but I did find the fix
elsewhere and now at least IE starts and I can get on the internet. However,
IE closes as fast as it opens when going anywhere. Any more ideas?

So, I have figured this out and wanted to pass on my solution:

It turns out the culprit was The Cool Web Search Hijacker ;

Solution was to run the CWS Shredder.
