Missing the drop-down options on the Task Bar

I'm missing the drop-down options on the Task Bar, Properties,
Customize, Customize Notification "Hide Icons" area. The options boxes
are there, but there's no action when the down-arrow is clicked.

Running XP, SP2 which was upgraded from Win98.

Has anyone any thoughts on how I get these options back?

Thanks. Interesting tool, but no luck. Doesn't appear to have a fix
for my scenario. Any further thoughts?
