missing systray icons

some icons refuse to appear in the notification area, even
though they're set to "always show" and the option to place
it in the systray is checked. e.g. every time i reboot, the
volume item always appears in the past items list in the
"customize" dialog for "hide inactive icons."

i've tried:
-the runlogonscriptsync reg tweak
-notrayitemsdisplay reg tweak
-adding systray.exe to startup folder
-disabling upnp and ssdp services
-clearing entries in the hide inactive icons dialog

has anyone solved this issue?

i've tried a number of tweaks, including the taskbar repair utility from kelly's site, but it doesn't offer a fix

i do notice that running bootvis will make the icons appear at startup, but obviously i can't run it every time. i want to know why xp keeps moving the items i've configured to the "past items" section.
