missing send and receive menu off of tols and messages will not send ..

Hello,

I just installed Outlook 2002 and I am not seeing the send/receive menu off
of the tools menu. I do have full menus showing. Also, creating a new
message and attempting to send it is not working. Can anyone help?

Yes I did. I got it fixed but had to remove the profile and re-add it back.
