Missing Resourse

The following message pops up when starting up. ' default version of the resourse DLL( PrDslEnu.Irc) is not found'
Does anyone know what this is ? and if I need it, and if so how to restore it
 
Eh! not sure! If a program was deleted I cant think what one, and it is obviously not a program I use !!!!!
 
I have the same message that came after I restored XP Professional. Restored due to a problem with uninstallation of a modem and then restore including reinstallation of a Driver for a Wireless LAN Card
