missing recorder

I reinstalled XP home edition and now there is no
recorder. How do I reinstall it? Do I need to reinstall
the sound card? How do I do that?

You have to install the drivers for your sound card. The recorder is
probably software provided by the sound card manufacturer and would need
to be reinstalled. Check the website for the company that made your
soundcard. If it's a soundblaster try http://www.soundblaster.com
