Missing OUTLLIB.DLL

I installed Outlook 2003 and when I click on the icon it gives me an error
message. The application failed to start because the OUTLLIB.DLL was not
found. I looked in the dll files and it is there. I have re-installed but
it did not help. I want to use Outlook 2003 as my default email.

Does anyone have any suggestions?
 
Try renaming (with Outlook closed) outllib.dll to outllib.old then run a
repair on Office/Outlook from its entry in Add/Remove in Control Panel.
