Missing or corrupted file =>hal.dll

My system hung. The only way I could get it to reset was to unplug it. When it rebboted it came up with can't find file. It may be removed or corrupted. It was looking for hal.dll. I tried to do a repair and I can't get into directories or use some files. They say access denied. Can someone please help me to repair my Windows XP. I habe a loft of files that I need to acces and can't do it without Windows. Help!!!!

Windows XP won't get past the error. I don't know how to get a copy of hal.dll into the system32 directory. Access to the important directories and files

Go to <start>, run, and type sfc/ scannow have your windows cd handy. Note the space between / and scannow.
 
I have tried that that but I don't know what to do at the prompt. When I try to expand files from the CD it says access is denied. I also don't have my product code. I moved from Columbus OH last summer and my XP CD was with the computer and the code is in another box still in storage in Columbus. If you can help me run the repair, then maybe I won't need it. I hate to go out and spend $200 when I don't need to
