Missing 'mswinsck.ocx'

I tried to run a program and came up with this:

Component 'mswinsck.ocx' or one of its dependencies not correctly
registered: a file is missing or invalid.

What is this error and how can I get 'mswinsck.ocx' back so this program
will work?

'mswinsck.ocx' is an activeX file. What program are you trying to run?
