I suspect that your User Shell Folders Favorites value (in the registry)
is not pointing at the directory that you have found with Explorer.
This could have happened if you accidentally dragged the folder
somewhere else using an Explorer tree and then later corrected
the error using a different mechanism. The dragging dynamically
updates any registry dependencies which the other mechanism
would be oblivious of.
Using the Favorites menu is there at least a Links subfolder present?
If so, use it (or its Properties) to find the directory which the registry
will be pointing at. Example:

First I would use the IE Favorites menu to find the path
that is being used there. E.g. here are some keystrokes
to do that: Alt-a,L,CursorLeft,Shift-F10,O,Alt-V,o,U
That assumes: that you have a Links folder; that L finds the
Links folder; that the Links folder has items which display
when that is done; therefore the CursorLeft is needed to
select the Links folder item itself. The rest of the sequence
is just a way to put the location of the Favorites folder in
an Explorer Address bar.

Then you should have enough information to find the incorrect
entry in the registry and change it appropriately.
