Missing focus rectangles on links

I just got a new computer and since day 1, when I open any webpage
with links, there is no "focus" or "selection rectangle" (the dotted
lines around the link) after selecting a link. If I then press the
Tab key the focus will appear and be present for the remainder of the
IE session but the next time I open the browser they are missing once
again.

(Configuration: Windows XP Pro w/SP1; IE6)

Any help would be appreciated.

I think that that is the way it is supposed to work.
The dotted lines just indicate where the keyboard focus is.
E.g. then you know that Enter can be used to open that link.
You can also see the dotted lines after you right-click a link
and as long as the menu is up.

Also I suspect that what you see might be affected by
Advanced tab option
Move system caret with focus/selection changes

FWIW I have that option checked.
 
Robert, thanks for your reply.

I tried that setting along with what seems like a zillion others. I just
can't get it to work. I might add that I spent 2 hours with Microsoft
Support on the phone today and they can't get it either. Their conclusion
is that the problem is in the "image" that the manufacturer made.
