Missing file mscoree.dll

I have windows XP. Keep getting error message. Missing File:
"C:\ProgramFiles\CommonFiles\Installshield\Professional\Runtime\09\01\Intel32|DotNetinstaler.exe" cannot access a necessary file "mscoree.dll"
can someone help please!!!!!

Hi Patti.

Thank you for your posting. Im not sure it solves my problem though. I
think I need that file back because the computer is running very slow and i
cant do any diagnostics without getting that error message. I cant even do
system restore.
