missing file ITIIMG3.dll

Trying to play a DVD movie on DVD player and
message "missing ITIIMG3.dll" comes on the screen. We are
able to see other movies but this one is requiring this
file. what can we do?

From what I find it seems to point to a corrupt install of the dvd player.
Reccomendations were to completely uninstall the dvd player, delete its
folder under program files, reboot, and then reinstall the dvd player.
