Missing DLL

I cannot e-mail from any web page. I get this Error loading c/program
files/msn/msn shared files/mail mapi dll module could not be found. very
irritating
 
Yeah,

I can't email from web pages (Internet Explorer) nor from Windows Explorer.
I suspect that security patches have blocked this intentionally or there is a
bug. I get no error message. The Outlook message form looks normal but
clicking Send button does nothing. Outlook 2003, Windows XP Pro SP2.
