Missing Control Panel

This is a problem I have been trying to solve for a least 2 weeks. When I
click on 'Start' my Control Panel entry is missing. Not only that there
seems to be something that is preventing from doing many normal
administrative tasks. My system has always been protected my layers of
firewalls, virus scanners. Even tried the Microsoft new Help Spot. I have a
second hard drive so I tried installing XP on that, but that is not working
out because I cannot( not for lack of trying ) conntect to the internet.
If no one has an answer to the Control Panel problem could they please post
the Microsoft support telephone number. I need my system.

Try this.

Right click the Start button | Properties |
Start Menu tab | Cusomize button | Advanced tab |
Control Panel | Move the radio dot from Don't display this item
to one of the other choices

You can also open the Control Panel by...
Start | Run | Type: control | Click OK
Even tried the Microsoft new Help Spot.

You mean Help Spot that came with your machine? Gateway?

Thank you for trying.

I have tried your suggestion many times, but Control Panel does not show up
on the list of options.

Also, when I try Start | Run | Type: control I get the message:
'This operation has been cancelled due to restrictions on this computer.
Please contract your system administrator'. I AM THE ADMINISTRATOR!!! SO
DWIM( Do What I Mean ).

I have just started having this message appear while attempting other
administrative operations. It's like some higher power has taken over. I
keep all my firewalls, virus scans, etc faithfully up to date. I recently
downloaded the Beta version of the Microsoft OneCare Live. I wonder if it is
in conflict with something else like Norton, symantic, Webroot, TUT?

Anyway, thank you for responding.

Check and edit the registry (start>run>regedit.exe) at these locations, if
application.

[HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
and/or
[HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
Name: NoControlPanel
Type: DWORD
Value: 0 - Unrestricted (control panel access); 1 = Restricted (No control
panel access)

Double-click "NoControlPanel" in the right-hand pane and change the value to
0 or simply delete "NoControlPanel".

I would also suggest you to perform some malware scans.
