missing component OM19.DLL for Micrsoft Outlook 2000

Cannot start micrsoft outlook. a required component OM19.DLL is missing. I am
unable to utilize microsoft Active Sync 3.8 to syncronize with my PC due to
this. I put my PDA in the cradle and as it attempted to syncronize, this
error message poped up. I have searched for hours and made endless attempts
at reinstalling, unsuccessfully. Please advise or send me the link to this
fix/download. Thank You
